The Buncombe County Preparedness Action Plan is based on the County’s After Action Report for Tropical Storm Helene and follows FEMA’s CITAP framework. It incorporates feedback from emergency response partners to identify strengths, challenges, and needed improvements. Aligned with the Public Safety Focus Area of the County’s 2030 Strategic Plan, this dashboard reports on the County’s efforts to strengthen preparedness, response, and recovery.
Preparedness Plan Category: EOC Operations
A Preparedness Workgroup that began in December to work on updating the County's Emergency Operations Plan, operating guidelines, and job aids had a mini-exercise in May and staff are finalizing their emergency documents. Proposals are under review for pre-positioning emergency contracts, edits to the County's Crisis Communication Plan are nearly complete, and the process is underway to update the County's Hazard Mitigation Plan.

A draft staffing plan has been created for emergency response, staff emergency training is underway, emergency contact lists are being finalized, and conversations are taking place regarding how to prioritize mental health support for staff in an emergency.

Emergency Services staff have been working diligently to implement a software system that will assist with logistics processes in future emergency. Additionally, policy work is underway to ensure Buncombe County has an emergency procurement and purchasing policy for future emergencies.

Buncombe County's 911 division is working to establish contracts and plans to ensure a PACE model is in place for the county.

Buncombe County HHS staff have a shelter plan and established lead agencies as well as shelter roles. Several small winter storm activations have helped move this category forward with after action conversations that continue to refine the process.
