Description
North Carolina’s early childhood education system relies on evidence-based programming and practices to increase children’s school readiness. The Preschool Outreach Program (POP) of Buncombe County Public Libraries provides support services that align with early literacy standards and practices recognized by the state of North Carolina, North Carolina Pre-Kindergarten, and Head Start programs. Specifically, POP supports the strategies for Reading outlined on pages 109-110 in the North Carolina Foundations for Early Learning and Development published by the North Carolina Department of Early Education. Buncombe County will work to increase the number of early childhood education classrooms receiving POP services to 150 by the end of the 2025 fiscal year.

At the beginning of the school year, both school districts administer assessment to in the incoming kindergarteners in an effort to determine their competency in certain objectives including language, literacy, cognition and math. This is the NC Early Learning Inventory results for Asheville City and Buncombe County Schools.
